Content Contribution, Moderation and Approval (CMAP) Policy

1. Purpose

This Content Contribution, Moderation and Approval (CMAP) Policy defines the framework, responsibilities, and workflow for creating, reviewing, moderating, approving, and publishing content on the website of Goa Human Rights Commission. The objective is to ensure that all content published is accurate, current, authoritative, relevant, and compliant with applicable legal, regulatory, and quality standards.

2. Scope

This policy applies to all content of any form published on the website, including but not limited to:

  • Text pages, articles, notifications, circulars, and announcements
  • Images, photographs, graphics, infographics, and banners
  • Audio and video files
  • Downloadable documents (PDF, DOC, XLS, PPT, etc.)
  • Forms, applications, and interactive elements
  • Data sets, tables, and dashboards
  • External links and referenced resources
  • User-generated content, where applicable

3. Roles and Responsibilities

3.1 Content Contributor

Departmental or functional staff responsible for creating, drafting, and submitting content for publication. Contributors are accountable for the factual accuracy, authenticity, and relevance of the content they submit.

  • Drafts content in accordance with the organization’s style guide and content standards.
  • Verifies facts, figures, and sources before submission.
  • Ensures content is free of copyright infringement and properly attributed.
  • Submits content in the prescribed format through the defined workflow.

3.2 Content Moderator / Reviewer

Designated personnel responsible for reviewing content submitted by Contributors before it is sent for final approval.

  • Reviews content for accuracy, grammar, language, tone, and formatting.
  • Verifies compliance with accessibility standards (WCAG 2.1 AA or higher).
  • Ensures consistency with existing website content and policies.
  • Flags any content that may violate legal or ethical standards.
  • Recommends changes or returns content to Contributor with remarks.

3.3 Content Approver

Senior personnel authorized to approve content for publication. Typically the Head of Department, designated Officer, or Web Information Manager.

  • Grants final approval for content publication.
  • Ensures content aligns with organizational policies and objectives.
  • Accountable for the published content within their functional domain.
  • Authorizes content archival or removal as per the Content Archival Policy.

3.4 Web Information Manager (WIM)

The overall custodian of the website, responsible for the end-to-end quality, currency, and integrity of published content.

  • Coordinates the CMAP process across departments.
  • Maintains content contribution logs and audit trails.
  • Ensures timely publication and review of content.
  • Resolves conflicts and escalations in the content workflow.

4. Content Contribution Workflow

  1. Identification: The Contributor identifies the need for new content or updates to existing content.
  2. Drafting: Content is drafted in the prescribed template, adhering to the organization’s style guide, language standards, and accessibility requirements.
  3. Submission: The draft is submitted to the Moderator through the Content Management System (CMS) or approved submission channel.
  4. Moderation / Review: The Moderator reviews the content. If changes are required, the content is returned to the Contributor with comments. Once satisfactory, the content is forwarded to the Approver.
  5. Approval: The Approver reviews the moderated content and either approves, rejects, or sends it back with suggestions.
  6. Publication: On approval, the content is published on the website by the designated authority through the CMS.
  7. Documentation: The complete audit trail — contributor, moderator, approver, date, and remarks — is logged in the CMS.

5. Content Standards

All content published on the website must:

  • Be accurate, up-to-date, authoritative, and written in plain language.
  • Be free from grammatical, typographical, and factual errors.
  • Respect intellectual property rights and copyright laws.
  • Avoid discriminatory, defamatory, or offensive language.
  • Comply with accessibility guidelines (WCAG 2.1 AA).
  • Be provided in the languages mandated by the organization’s multilingual policy.
  • Carry clear metadata — title, description, publication date, and author/source where applicable.
  • Include alternative text for images and captions/transcripts for multimedia.

7. Audit and Accountability

A complete audit trail of every piece of content — including contributor name, moderation remarks, approver details, and publication timestamp — shall be maintained. The audit log shall be available for review during periodic audits conducted by the Web Information Manager or designated auditors.

8. Policy Review

This policy shall be reviewed at least once every 12 months, or earlier if warranted by changes in technology, regulations, or organizational structure. Revisions shall be approved by the competent authority and communicated to all stakeholders.
